Bharat Vikas Parishad is striving for the development of the Nation. You can also participate in this effort  by (a) becoming a member of Bharat Vikas Parishad, (b) enrolling yourself as a “Vikas Ratna” or “Vikas Mitra”  and (c)  donating for various sewa &  sanskar projects.

1. Formation of a Branch                                                                                                                          top

(a) A branch can ordinarily be formed for any specified city/town or a specified area within a city/town with a minimum membership of 25. But in case, where there already exists any branch, then expansion of further branches must be done after observance of the following norms:

i) The promoters of the proposed new branch must consult the office bearers of the Prant and with their help proceed further for the establishment of another branch in the city/town or specified area in the city/town. In case of any dispute, the matter must be referred to the Centre and further steps for opening of the new branch must be taken only as per their directions.

ii) The list of the enrolled members in the newly opened branch must be prepared including their full name, postal address with pin code and it must be sent to the Central Office along with a draft of the prescribed Central share and an affiliation fee of Rs.150 and similarly Prant share to the Prant.

iii) Complete list of the elected / nominated office bearers along with their postal address with pin code, phone no., mobile no. and email address must also be sent to the Central Office as well as to Prant before establishment of the branch.

(b) On receipt of the information regarding the new branch, the Central Office will issue a certificate of affiliation to the branch and same shall be sent to the Branch Secretary under intimation to the General Secretary of the Prant.

2. a) The inaugural function of the new branch shall be called “Sthapna Samaroh” (LFkkiuk lekjksg) and the function in which the elected office bearers of the branch will assume office, shall be called “Dayitwa Grahan Samaroh” (nkf;Ro xzg.k lekjksg)- This Dayitwa Grahan Samaroh should be compulsory, not only in the Branch, but at the Prant, Zone and Central Level also.

b)  On the opening of the new branch, Prantiya President/General Secretary/ Organising Secretary or any other Prant office bearer must invariably be invited by the promoter / convener to attend the function and the charter must be presented by the senior most office bearer of the Centre / Prant presiding over in the function.

(c)  Administration of oath to Dayitwadharies :

It may be performed by the office bearers as under :-

(i) Branch level : By Patron or Prantiya office bearers or any member of the Prantiya Executive Committee from the nearest place as decided by the Branch Executive Committee.

(ii) Prant level : By Patron or National office bearers or any other member of the National Executive Committee from the nearest place as decided by the Prantiya Executive Committee.

(ii) National & Zonal level : By Patron or National President/ Working President or any other senior-most office bearer present in the meeting.

3. Subscriptions from the new members will be collected as under:

a) 1st April to 30th Sept. – 100% subscription for the current year.

b) 1st Oct. to 31st Dec. – 50% subscription for the current year.

c) 1st Jan. to 31st March – 25% subscription for the current year.
This branch will remit the Central and Prant share accordingly.
Note :- Fee being charged from new members as entrance fee shall be
kept in the fixed deposit by the central office from 01-04-06

4. Central and Prant share per member from the branches

The branch will pay the Prant and the Central share @ Rs. 150/- each for Prant and Centre per member per year or as may be decided from time to time by the National Governing Board. The Prant and the Central share must reach them by 30th June. It must be accompanied by the list of the members on whose behalf the share has been remitted. A member of BVP will be a primary member only in one branch of the Parishad, though he is free to transfer his membership from one branch to the other, without paying additional subscription, on valid grounds.

5. Geographical area

The geographical area of each branch is to be demarcated for operational purposes.

6. Meetings

i) For every meeting to be held at the branch, Prant, Zone or the Centre, all participants of the meetings must be informed well in time by issuing notice either by post or in person or on telephone or in any other manner deemed just and proper.

ii) All participants of the respective meetings must also be communicated the agenda of the meeting.

iii) Proper minutes of every meeting must be recorded in a meetings register to be maintained by the Secretary/Gen. Secretary/ Zonal Secretary/Secretary General.

iv) After the meeting is over, the proceedings of the meetings must be sent to the concerned members within a reasonable time.

v) All meetings of Parishad at all level must be arranged and conducted with decency and strict discipline must be observed throughout the meeting.

vi) Strict punctuality must be observed in each meeting and the person responsible for conducting the meeting must come fully prepared in the meeting at least 30 minutes before the time of the meeting.

vii) In each meeting, the photos of Swami Vivekanand and the Bharat Mata must be displayed on a proper place and they must be garlanded in advance.

viii) In the meeting of the branch, the charter already provided to the branch must be exhibited on a prominent visible place.

ix) Every meeting must start with singing of “Vande Mataram” and must conclude with “National Anthem”. 

x) All the members present in the meeting must wear lapel pins.

xi) In every meeting of the Branch and the Prant, proper protocol has to be maintained. In a meeting of the branch, where there are several national / zonal / prantiya office bearers, then one or two senior most national office bearers, one or two zonal office bearers and one or two Prant office bearers must get seat on the dais and the rest of the national, zonal and prant office bearers will sit in the front row. Unnecessary crowd on the dais must be avoided. 

7. Conduct of Programmes

Besides organising programmes approved by the Centre, both relating to Sanskar and Sewa categories, each branch will run at least one Permanent Project (with daily or weekly activities) in adopted village or slum in the city for development.

8. Maintenance of Accounts

i) All funds of the Parishad at all levels must be kept with the Bank. At all levels, two separate heads of accounts must be maintained. In one account all moneys received from members/affiliates in the shape of subscription/share contribution has to be kept and all expenses with regard to meetings, administrative and organizational purpose has to be made from out of this account only. In the other account, all collections, donations, received from members/affiliates or the sympathisers for the projects being carried on or to be carried, must be kept. All expenses with regard to various projects must be made from out of this account.

ii) The above said bank accounts shall be operated upon under joint signatures of either President or Secretary along with the Treasurer.

iii) At the branch level, all bills above the amount of Rs. 1,500/- shall be paid only by cheques signed by the authorised office bearers. At the Prant and the Central level these limits may be fixed by the respective executive committees and that has to be strictly adhered to by the drawing and disbursing office bearers of the Prant and the Centre.

iv) The accounts maintained at all levels have to be got audited at the end of the year. At the branch level, the executive committee of the branch will appoint some competent person (either from amongst the members or from outside) as an Auditor, who will audit the books of accounts of the branch. At the Prant and Central levels, the books of accounts must be got audited by a Chartered Accountant.

v) Every branch shall be under obligation to send a copy of the audited accounts to the Prant office by 30th April and every Prant shall be under obligation to send a copy of the audited accounts to the Central Office latest by 31st May positively and all accounts at the Central Level must be audited by 30th June.

9. Maintenance of Records

At all levels, proper record of all activities of the organization must be maintained and particularly in financial matters full transparency must be maintained. Normally, the following books, registers and files have to be maintained at all levels:

i) At the branch level, the register of membership showing therein the name of the member with the name of his/her spouse with full address and the year of subscription paid. This shall be maintained at Prant level also.

ii) Membership forms file. 

iii) Correspondence file.

iv) Circulars file (as received from the Prant, Zone and the Centre).

v) Register of proceedings of various meetings.

vi) Cash book, Bank's Cheque book & the Pass book (with treasurer)

vii) Files of various Projects. viii) Stock Register.

In addition to the above, the Prant should maintain branch-wise files and Centre should maintain Prant-wise, Zone-wise, Project-wise files.

10. Handing over and taking over charge by outgoing to the incoming office bearer

i) The outgoing office bearer must hand over the records to the incoming one by 1st April positively. 

ii) The outgoing President will be responsible to ensure that all records and accounts of the Branch/Prant are fully handed over to the incoming officer bearers as provided above.

iii) As provided above in rule 8 (iv) & (v) the accounts of the Branch/Prant has to be got audited and the copy of the audited accounts to be submitted to the Prant/Centre. The outgoing office bearers shall be fully responsible to extend every help in getting the accounts audited by the respective auditors. In case of any discrepancy, irregularity and defalcation found during the audit, the outgoing office bearers shall be fully liable to make good the loss.

iv) In case any of the out going office bearers feels any difficulty in handing over his charge as mentioned above in the stipulated point of time, he must bring it to the notice of incoming President in writing and seek extension upto 15 days’ period.

11. Duties and Responsibilities of the National and Zonal Office Bearers

I) National President

i) Will provide general directions to the office bearers and member of the Bharat Vikas Parishad for advancement of its activities to further its aims and objects. 

ii) Will be overall head of the organisation to see that the organisation functions as per constitutional norms.

iii) Will preside over the various national meetings.

II) National Working President

i) Will be responsible for day-to-day functioning of Bharat Vikas Parishad.

ii) Will preside over all the national meetings of Apex body, National Office Bearers meetings, National Executive Committee, National Governing Board, National Council etc.

iii) Will act as National President in the absence of the National President.

III) National Vice President

i) Will assist the National Working President in running the organisation.

ii) Will concentrate on the development of the activities of Bharat Vikas Parishad in the allotted areas.

iii) Will chair the project meetings for which he is designated as Chairman.

IV) National Secretary General

i) Will organise periodical meetings of Apex body, National Office Bearers, National Executive Committee, National Governing Board and National Council.

ii) Will implement the decisions of various committees.

iii) Will look after the general administration and monitor the progress of various activities of the Bharat Vikas Parishad.

iv) Will maintain proper records of all activities of the organization and proceedings of all meetings.

v) Will be the Chief Executive of the Bharat Vikas Parishad.

V) National Finance Secretary

i) Will ensure collection of Central share from various Prants/Branches.

ii) Will prepare the budget for the Central Office as well as for various projects.

iii) Will raise and manage the funds through subscription, donations, Jan Kalyan Nidhi, Vikas Mitra, advertisements etc.

iv) Will ensure proper maintenance and audit of accounts of Central Office and guide all the Prants/Branches regarding financial matters.

VI) National Organising Secretary

i) Will be overall incharge of the organisational work mainly to increase number of branches, development of the Branches and Prants.

ii) Will organise workshops at various levels.

iii) Will develop reporting system by the Branches to the Prants and by the Prants to Zones and by the Zones to the Centre.

iv) Will search and recommend suitable candidates for the various posts to achieve the targets.

v) He will also be responsible for any work assigned to him by the National Secretary General. 

VII) National Additional Secretary Generals

i) They will be overall Incharge of the Zones allotted to them. They will be as good as National Secretary General within their area of operation.

ii) They will be In charge of administration and development of projects in their area.

iii) They will chair the Project meetings in the absence of the Chairman for which they are designated as Vice Chairman.

iv) They will also be responsible for any work allotted to them by National Secretary General.

VIII) National Chairman :- They will chair the meering of their project and will give guidanace.

IX) National Secretaries

i) National Secretaries will be Incharge of Projects and they shall conduct all administrative duties.

ii) As regards the project for which they are responsible, they will have to run the project through project convenor or themselves.

iii) They will prepare action plan and literature for the project in consultation with the National Project Committee.

iv. They will conduct Project Committee meeting to impart expertise for functioning of the Project.

v. They will also be responsible for guidance and monitoring the progress of their projects at all levels.

X) National Conveners

i) They will be responsible for monitoring of their projects at the Prant level and execution at the Central level.

ii) They will run their project in consultation with National Secretary concerned and report to him the developments.

iii) They shall be responsible for all operational duties.

XI) Zonal Chairman :- They will chair the meeting of Zonal council and Zonal Executive and will provide guidanace.

i)     They will be the Chief Executive of their zone.
ii)     They will be responsible for the expansion and development in their zone.
iii)    They will be assisted by Zonal Conveners for guiding/monitoring the various projects in their zone.
iv)    They will also be responsible to collect central share and periodical reports of the Prants of their zone.
v)    They shall do administrative work i.e.appointment of State Patron, Organising Secretary, Observer and Returnig Officer of the Prants with the
        approval of Zonal Chairman of the concerned Zone.
XIII) Zonal Conveners

i) They will be assisting Zonal Secretaries in guiding and monitoring the various projects to be taken up by the Prants & Branches in their zone.

ii) Their main job will be to implement projects decided at Central level in their Prants & Branches.

iii) They will also collect the information regarding their projects from the Prants on quarterly basis and submit the same to the National Secretary / National Convener in charge of the project.

12. Duties of Office Bearers of Branch & Prant

a) President

It shall be the duty of the President to preside over all meetings of the branch and the executive committee and to perform such duties as ordinarily pertain to his office so as to see that the Parishad functions in accordance with the Constitution, Bye-laws and directions of the National Governing Board/National Executive Committee or the Apex Body.

b) Vice President

It shall be the duty of the Vice President to preside over the meetings and the executive committee in the absence of the President and to perform such other duties as may be assigned to him by the President or the executive Committee of the Branch/Prant.

c) Secretary/General Secretary

It shall be the duty of the Secretary/General Secretary to keep the record of membership and record of attendance of meetings of the Executive Committee. It shall be the duty of the Secretary/General Secretary to issue the Agenda of the meeting and to call a meeting and conduct it as per the provisions of the Constitution and Bye-laws. It shall be the duty of the Secretary/General Secretary to see that central share has been sent to the centre, and the prant share has been sent to the prant before 30th June of every year along with the list of the members. It will also be the duty of the Branch Secretary / Prantiya General Secretary to give information to the Prantiya General Secretary / Zonal Secretary respectively, about the changes in the membership. The Secretary/General Secretary will be fully responsible to maintain the records of all the activities of the Branch/Prant and also to ensure that the proper accounts of the Branch/Prant are maintained by the Treasurer.

d) Joint Secretary

It shall be the duty of the Joint Secretary to assist the Secretary/General Secretary in the discharge of his duties and to perform such functions, as may be assigned to him by the President, Secretary and Executive Committee. It will be the duty of the Joint Secretary to record the proceedings of the meeting and to send a copy of the same after getting it approved from the Secretary/President, to the Secretary General, Prantiya General Secretary and Chief Editor of ‘NITI’ for publication.

e) Treasurer

It shall be the duty of the Treasurer to keep the Branch funds, to get accounts duly audited (income and expenditure and balance sheet etc.) and intimate it to the Parishad at any time when demanded by the Executive and to perform such other duties as pertain to his office. He shall hand over, all funds, books of accounts to the newly elected Treasurer/President. It shall be the duty of the Treasurer to place all the bills before the Executive Committee of which he had made payments during a particular period. In cases in which he feels the necessity, he can place a bill before the Executive before payment is made. It shall be the duty of the Treasurer to see that all members pay their dues before the stipulated date and also present the list of the defaulters quarterly, before the Executive Committee for necessary action. It shall be the duty of the Treasurer to place before the Executive Committee all bills above the amount of Rs. 1500/- and to get those bills approved.

f) Organising Secretary

It shall be the duty of the Organising Secretary to open new branches in the area given to him by the Centre and the Prant. The Organising Secretary will work in the Prant under the supervision and guidance of the Prantiya President and the General Secretary and will perform duties as assigned to him.

13. Election of National, Prant and Branch Office Bearers

The National Election Committee shall be appointed each year which shall be responsible to hold the election at every level and to suggest the Rules & Procedure for the same.

14. Casual Vacancy: In case, any casual vacancy arises during the year in the office of particular post, the same shall be filled by concerned Executive Committee.

15. At the Branch and the Prant levels the immediate past President, Secretary/General Secretary will be the members of the Branch/Prant Executive for the ensuing one term, provided that such office bearer has not been removed from his post.

17. Travelling & miscellaneous expenses and submission of bills by National Executive Office  Bearers / Members

I) All National office bearers & Zonal Chairmen / Secretaries will undertake journey in accordance with their tour programmes duly approved by the competent authority as under:

a) The Zonal Chairmen / Secretaries will seek approval from their respective National Addl.Secretary General Incharge of the Zone.

b) The National Secretaries will seek approval from National Additional Secretary General concerned or Faculty Head. All higher office bearers will also inform the National Secretary General of their tour programmes either in writing or on phone well in time before proceeding on tour.

c) All other National Executive members and Zonal conveners will seek permission from the National Secretary concerned.

d) Except the National President, National Working President and the National Secretary General, all National office bearers will be entitled to travel by A.C. 3 Tier and other National Executive Committee members will be entitled to travel by ordinary  second-class sleeper. In case this class is not available in the train during April to August, they may avail of 3 tier A.C.
 
II) The National President/National Working President and the National Secretary General will be entitled to travel in 1st Class/AC Chair Car/AC II Class as the case may be, but in case of any emergency and in exceptional cases, they may travel by air also.

III) In case more than one national office bearers are invited by any branch/prant for participating in their programme, then the traveling and other expenses of those office bearers will be borne by the inviting branch/prant. But in case, the central office bearers visit a particular branch/prant as a part of programme of the Central Office, then entire expenses of those office bearers will be borne by the Central Office itself.

IV) The traveling bills will be submitted on quarterly basis by all the National Executive members on the proforma as placed on Appendix-I of the bye-laws. The bills must be supported by documentary proof of expenses incurred by them.

V) The tickets purchased by the Central Office for any National office bearer must be accounted in his T.A. bill with original ticket(s). The amount of such purchased tickets will remain outstanding against the concerned office bearers and the same will be adjusted only when his T.A. bill is passed.

VI) In case any office bearer either National, Zonal or the Prantiya, undertakes journey by his own car, then he will be entitled to be reimbursed petrol expenses only maximum Rs. 1/- per km. subject to the extent of his entitlement of fare in train.

VII) No office bearer at any level will be entitled for any T.A. for attending the National / Zonal / Prantiya conferance wherein he himself is a delegate.

VIII) The observers in the programmes organised by the Centre/Zones/Prants/Branches should be sent from the nearest places so that travelling expenses can be minimized.

18. Trust

i) Besides the settler and founder trustees, the following will be the trustee by virtue of their office for the period of their term in office. In case of Society, the office bearers mentioned below will be the member of Managing Committee of the Society till their term in the office:

a. Additional Secretary General In-charge of the Zone

b. Zonal Secretary of the Zone

c. President of the Prant

d. General Secretary of the Prant

e. President of the Branch of B.V.P. in which the property falls or Chairman of the City Co-ordination Committee.

f. Secretary of the Branch or Secretary of the City Co-ordination Committee

ii) The term of office of the trustees other than the Ex-officio members to the Board of Trustees shall be 3 years save and except, to ensure continuity in the initial years the 50% of the initial Trustees shall retire on completion of two years Thereafter, at the end of every year one third of the Trustees, other than the Ex-officio members to the Board of Trustees for the time being in office of Bharat Vikas Parishad shall retire from office and fresh Trustees may be co-opted by the Ex-offico members to the Board of Trustees in their place. The retiring Trustees shall be eligible for being co-opted afresh. The trustees who have to retire shall be those who have been longest in office and in case where all the trustees are of equal length of service the trustees to retire shall be determined by lot.

iii) That in case of any dispute amongst the Trustees on any matter, the dispute shall be referred to the Arbitration Committee consisting of the following: 

(a) National Secretary General

(b) National Finance Secretary

(c) Addl. Secretary General (Trust & Properties) and the decision Arbitration shall be final and binding on all.

iv) (a) That all the disputes amongst the Trustees of an Trust shall be decided by the Arbitration and nobody will have the right to go to the Court of Law.

(b) For Societies who have been registered under the Socieites Act: That all disputes arising amongst the members of the Society shall be decided by the arbitration and no body will have the right to go to the Court of Law.

v) That if any dispute arises in respect of operation of Bank Account(s) / FDRs of the Trust/Societies none will have the right to go to the Court of Law for stopping of bank operation. In such cases the Bank Account(s) / FDRs will be opereated upon by any 

two of the following three:

(i) National Secretary General

(ii) National Finance Secretary

(iii) Addl. Secretary General (Trust & Properties)

vi) That in case of closer of the Trust, all the properties of the Trust/Society should go to the All India Bharat Vikas Parishad Charitable Trust, New Delhi.

vii) That every Charitable Trust/Society/Body, whatever may be its name, shall corporate with the following words: -

“A unit of B.V.P.” in its title and all documents such as Letter Head, Receipt Book, Pamphlets, Seal etc.”

viii) That the Charitable Trust/Society will abide by the directions given by the Centre.

19. Foreign Donations

Any foreign donation either to the project of Bharat Vikas Parishad or for any branch of Bharat Vikas Parishad should be received through Bharat Vikas Parishad central office only. The foreign donations will be utilized as per the instructions & desire of the donor. The amount will be transferred to the project/State/Branch after they have the permission from the Home Ministry to receive the foreign donation. IN case they do not have the permission, the expenditure will be made by the central office in consultation with National Addl.Secretary General/ Zonal Secretary concerned.

20. Gifts: Costly gifts should neither be presented nor accepted by the office bearers at all levels. Only in specific functions, mementoes may be given to the guest Office bearers but the price of the same should not exceed Rs.250/-. As for as possible, sponsorship should be secured for such mementoes.

21. Letter Pads:

No office bearer at any level will get letter pads printed in his own name. It should be in the name of Branch, Prant, Centre in the joint names of the office bearers. Head of the letter pads used by the Central Office and its Office bearers will be of Saffron colour. The National Executive Members will be provided letter pads by the Central Office

22. Languages: Language to be used in the banner, name plates etc. in all functions should be in Devnagari scripts, in addition in the local regional language and in exceptional cases in English.

23. Uniform Nomenclature in Hindi version: The following shall be nomenclature of all bodies and office bearers of the Parishad. As a rule nomenclature in Hindi shall be used.

24. Sub Committees: Besides project-wise committees, the sub-committees may be appointed in each Branch/Prant/Centre for involving and activating maximum number of members according to their aptitude.

25. Management of Information System

At Branch and the Prant level, proper management for flow of information from bottom to top and vice versa has to be made by the Secretary and the General Secretary as under:

i) The Branch Secretary shall be under obligation to compile information of various activities of the branch and send its report to the Prantiya General Secretary on monthly basis.

ii) The Prantiya General Secretary shall be under obligation to collect information of different projects and programmes from the project conveners and organizers of the programmes and send the same to the respective Zonal Secretaries and likewise Zonal Secretaries will send their reports to Central Office.

iii) Reporting of Prant and Zone shall be made on monthly basis.

iv) On receipt of information from the Zonal Secretaries about different activities, the Central Office shall compile them at its end and publish the same in ‘NITI’ on half yearly basis.

v) Prant Project Conveners of National Projects will submit their project reports to the General Secretary of the Prant as well as to the concerned Zonal Conveners.

vi) Zonal Conveners will submit their reports of the projects to respective National Conveners/ National Secretary/Zonal Secretary.

vii) Any information/instructions issued by the Central Office will be addressed to the Zonal Secretaries/Prantiya General Secretaries with copy to all concerned. In turn the Prantiya General Secretaries will intimate to respective branch secretary.

26. Bifurcation of Prants

Bifurcation of any Prant shall be done in consultation with the National Additional Secretary General, Zonal Chairman and Zonal Secretary concerned who should discuss the matter of bifurcation of any Prant with the concerned Prant and submit their report to the Apex Body for consideration for taking the final decision.

27. Norms for nominating Office Bearers

(a) Branch Level: The number of Office Bearers and members of Executive Committee in the Branch shall be restricted to 25% of the total number of Members in the Branch at any given time.

(b) Prant Level: The number of executive committee members including office bearers at Prant level shall not exceed the number of Branches in the Prant, at any given time.

(c) Zonal Level :- The number of Executive Committee members at Zonal level shall be 3 to 7 as required.

(d) National Level: The number of (a) National Office Bearers and (b) National Executive Committee Members shall not exceed double the number of Prants at any given time.

28. Term of nominated Office Bearers
The term of nominated office bearers at all leads shall be one year. The nominated office bearers may be re-nominated upto the term of the elected office bearers.

29. Co-ordination between Centre, Zones, Prants and Branches

1. There should be uniformity in respect of basic norms like standard form for membership application with tear off portion for the Prants. 

2. Branches should be opened with initiative and/or consent of the Prants.

3. Prant office bearers should visit branches at least twice in a year.

4. There should be twining of branches; weak branches are to be assisted by strong branches conducting programmes jointly so that a weak branch becomes strong.

5. All the prant office bearers should invariably visit branches not only on the occasion of programmes but also to meet and interact with members for proper functioning.

6. The number of programmes should not be too many during a part of the year, the programmes should be spread all over the year.

7. Central Office should normally not contact directly with the branches. If required, they will keep the prant informed.

8. Zonal office bearers should visit all the Prants at least once in a year. 

9. National Project in charges should visit Prants only on request.

10. National/Zonal office bearers shall assist the Prants/Branches in their activities and shall not interfere in their day-to-day functioning.

30. Workshops

1. The workshops may be organised in such a way that there should be overnight stay of the participants so that proper inter-action is established among the participants.

2. The Central Office guidelines for the organising of workshops should be followed.

3. The following broad subjects may be taken up during such workshops:

a) Purpose of workshop.

b) Provisions of Cosntitution/Bye Laws of the Parishad.

c) Organisational set-up at all levels.

d) Duties of the Office Bearers at various levels;

e) Importance of variose National Projects and the techniques of implementing the same.

f) How to conduct various progrmmes/functions of the Parishad?

g) Financial management and organising skills.
The Central office/Zonal office should depute the Faculty for the above mentioned subjects who could authoritatively present the subject matter so that the participants get the clear vision of the Parishad.

31 Interaction with the Community:

To increase interaction with the community, following measures should be taken:

(1) Use modern communication techniques ( e.g.audio,visual) and organise attractive programmes;

(2) Enroll and activate members of different communities and professionals of assorted backdrops in B.V.P;

(3) Invite renowned personalities representing major and prominent communities of the region as chief guests and chairmen of the programmes.

(4) Participate in the social programmes of different communities;

(5) Invite elite people in B.V.P. programmes and honour them;

(6) Arrange awareness programmes for youth and women;

(7) Show aloofness from political parties, but persuade the members of different communities to participate in elections and vote;

(8) Identify social organisations and try to encourage mutual 
co-operation.

(9) Involve members of B.V.P. in social service to downtroden groups of the area and the rural masses;

(10) Prepare a list of righteous and helpful people of the area and try to make them members of the B.V.P.

(11) Try to involve ladies in the arrangement of programmes.

(12) Arrange seminars on local & national problems. 

(13) Try to reassociate the members who have discontinued their affiliation with the organisation.

(14) Arrange seminars at branch level and particularly in Prantiya workshop on the topic “B.V.P. and interaction with community”. 

(15) Give importance to the enrollment of qualitative membership in B.V.P. branches.

(16) Programmes for Parishad families be arranged more frequently.

(17) Arrange programmes on general awareness about the problems that are faced by public everyday, such as consumers' rights, right to vote etc.

32. In case any clarification is required on the Bye-Laws, the Branch may seek guidance from its Prant. Similarly, if necessary, Prant may seek guidance from the Centre and the directions from the later shall be final in all respects.
