राष्ट्रीय कार्यकारी मण्डल की बैठक: मुरादाबाद (5-6 फरवरी 2011)

राष्ट्रीय कार्यकारी मण्डल की बैठक दिनांक 5 व 6 फरवरी 2011 को मुरादाबाद में आयोजित की गयी। इसमें कार्यकारी मण्डल के 187 तथा 10 सदस्यों की पत्नियों ने भाग लिया।

श्री रवीन्द्रपाल शर्मा-राष्ट्रीय अध्यक्ष द्वारा ध्वजारोहण के साथ बैठक का प्रारम्भ प्रातः किया गया। तत्पश्चात् दीप प्रज्ज्वलन, भारत माता के चित्र पर माल्यार्पण तथा वन्दे मातरम् का गायन हुआ। प्रान्तीय अध्यक्ष अजय बिश्नोई ने सभी का स्वागत किया। श्री रवीन्द्रपाल शर्मा ने अध्यक्षीय उद्बोधन दिया। राष्ट्रीय महामन्त्री श्री सुरेन्द्र कुमार वधवा ने पिछली कार्यकारी सभा के बिन्दु पास कराए। इसके पश्चात् विकास समर्पित तथा विकास रत्नों का भी सम्मान किया गया। उद्घाटन सत्र में मुख्य अतिथि आशीष (हरिद्वार) तथा विशिष्ट अतिथि डा॰ तरुण अग्रवाल ने भी अपने विचार रखे। प्रान्तीय महासचिव आलोक अग्रवाल के धन्यवाद प्रस्ताव के साथ उद्घाटन सत्र का समापन हुआ।

इसके पश्चात् सभी सदस्यों का परिचय अपने-अपने क्षेत्र के क्षेत्रीय मंत्रियों के द्वारा कराया गया तथा राष्ट्रीय वित्त मंत्री डा॰ के॰एल॰ गुप्ता ने 2009-10 में अंकेक्षित खातों को प्रस्तुत किया। इसी सत्र में राष्ट्रीय मंत्री जन कल्याण निधि श्री संजीव बंसल ने निधि के सम्बन्ध में वर्ष भर की जानकारी प्रस्तुत की तथा राष्ट्रीय अंकेक्षक श्री ओ॰पी॰ कानूनगो के द्वारा एकाउन्टस के विषय में जानकारी दी गयी।

इसके पश्चात् सम्बन्धित क्षेत्रीय मन्त्रियों के द्वारा अपने-अपने क्षेत्र की समीक्षा की गयी तथा प्रत्येक क्षेत्र में एक प्रान्त के द्वारा भी अपनी रिपोर्ट प्रस्तुत की गयी।

5 फरवरी की रात्रि को अति सुन्दर सांस्कृतिक कार्यक्रम परिषद् के परिवारों द्वारा प्रस्तुत किया गया जिसमें, मुरादाबाद की सभी शाखाओं का सहयोग रहा तथा अन्त में सभी शाखाओं के सदस्यों परिवारों तथा अतिथियों का संयुक्त भोज किया गया।

6 फरवरी की प्रातः सत्र में श्री सुरेन्द्र कुमार वधवा-राष्ट्रीय महामन्त्री ने Apex Body को पास कराया तथा श्री सतीश चन्द्र जी ने Constitutional Amendments सदन के समक्ष रखे व सदन में सर्वसम्मति से परित किए:

58. न्यासों/समितियों पर नियन्त्रण: (।।।)  सभी न्यासों/समितियों को निवर्तमान वर्ष के लिये सकल संपत्ति तथा सकल प्राप्ति दर्शाते हुये केन्द्रीय कार्यालय में प्राप्त बैलेंस शीट के आधार पर तीन श्रेणियों अर्थात् अ, ब और स में निम्न प्रकार विभाजित किया जाएगाः

श्रेणी अ : एक करोड़ रुपये अथवा अधिक की सकल संपत्ति तथा सकल प्राप्ति वाले न्यास/समितियां।
श्रेणी ब : पचास लाख रुपये अथवा उससे अधिक परन्तु एक करोड़ रुपये से कम की सकल संपत्ति तथा सकल प्राप्ति वाले न्यास/समितियां
श्रेणी स : पचास लाख रुपये से कम की सकल संपत्ति तथा सकल प्राप्ति वाले न्यास/समितियां

11 (।।) नगर समन्वय समिति : प्रत्येक ऐसे नगर या कस्बे में जहाँ दो या उससे अधिक शाखायें है एक समन्वय समिति होगी जिसके सदस्य उस नगर अथवा कस्बे की सभी शाखाओं के अध्यक्ष सचिव तथा कोषाध्यक्ष होगें तथा उसके चेयरमैन और एक समन्वयक प्रांत के निर्वाचित पदाधिकारियों द्वारा उन शाखाओ के क्रमशः अध्यक्ष व सचिव में से नियुक्त किया जायेगा, जो आवश्यकतानुसार उक्त समन्वय समिति की बैठकों के संचालन के लिये उत्तरदायी होंगे।

19 अ) प्रान्त के अन्तर्गत ए श्रेणी से जैसा कि संविधान के अनुच्छेद 58 में दर्शाया गया है, सभी न्यासों/समितियों के अध्यक्ष तथा सचिव।

31 अ ।।।) श्रेणी अ जैसा कि संविधान के अनुच्देद 58 दर्शाया गया है के सभी न्यासों/समितियों के अध्यक्ष तथा सचिव तथा श्रेणी ब के सचिव।

52 - (अ ।।।) यदि वह किसी शाखा का निर्वाचित पदाधिकारी रहा है जो शाखा उसके कार्यकाल में किसी भी कारण से बंद हो गई है तो वह एक वर्ष की अवधि पूरी करने तक किसी भी स्तर पर पदाधिकारी नहीं हो सकेगा।

55 - केन्द्रीय स्तर पर तथा क्षेत्रीय स्तर पर अनुशासन समिति का गठन:
अ)  क्षेत्रीय अनुशासन समिति :
क्षेत्रीय चेयरमैन , क्षेत्रीय महामंत्री तथा क्षेत्रीय संगठन मंत्री इस समिति के क्रमशः चेयरमैन , सचिव तथा सदस्य होंगे। यह समिति, किसी भी सदस्य अथवा शाखा व प्रान्त स्तर के पदाधिकारियों से संबधित सभी अनुशासनात्मक मामलों का निस्तारण करेगी।

इस समिति के निर्णय से पीड़ित व्यक्ति उक्त आदेश के विरुद्ध, आदेश के तीस (30) दिन की अवधि के अन्तर्गत राष्टीय अनुशासन समिति से अपील कर सकता है, जिसका निर्णय अंतिम होगा।

ब) राष्ट्रीय अनुशासन समिति :
राष्ट्रीय कार्यकारी अध्यक्ष, राष्ट्रीय महामंत्री तथा राष्ट्रीय संगठन मंत्री व राष्ट्रीय मंत्री विधिक मामले, इस समिति के क्रमशः चेयरमैन , सचिव तथा सदस्य होंगे।

यह समिति, किसी भी पदाधिकारी अथवा सदस्य जो कि क्षेत्रीय अथवा राष्ट्रीय स्तर पर नियुक्त हैं से संबधित सभी अनुशासनात्मक  मामलों का निस्तारण करेगी।

इस समिति के निर्णय से पीडित व्यक्ति उक्त आदेश के विरुद्ध, आदेश के तीस (30) दिन की अवधि के अन्तर्गत राष्ट्रीय अध्यक्ष सें अपील कर सकता है, जिसका निर्णय अंतिम होगा।

इस के पश्चात् प्रकल्पों के चेयरमैन्स् ने अपनी रिपोर्ट प्रस्तुत की।

समापन सत्र में मुख्य अतिथि परमपूज्य आचार्य श्री प्रमोद कृष्णम् जी के द्वारा अपने विचार रखे गए। उन्होंने सभी बुद्धिजीवी वर्ग से अपील की कि आज का समय कार्यों के क्रियान्वयन का है। विशिष्ट अतिथि श्री लाल जी राय, नगर आयुक्त नगर निगम रहे। जिन्होंने परिषद् को हर सम्भव सहयोग करने की बात रखी। श्री ईश्वर दत्त ओझा-राष्ट्रीय कार्यकारी अध्यक्ष के द्वारा पूरी कार्यवाही की समीक्षा की गयी तथा मुक्त चिन्तन में सभी सदस्यों के प्रश्नों का उत्तर राष्ट्रीय अध्यक्ष रवीन्द्रपाल शर्मा के द्वारा दिया गया।

 आयोजित प्रान्त को धन्यवाद श्री आर॰ एस॰ श्रीवास्तव के द्वारा दिया गया तथा अतिथियों का धन्यवाद श्री संजीव कुमार बंसल के द्वारा दिया गया। राष्ट्रगान के साथ सभा का समापन हुआ।

राष्ट्रीय परिषद अधिवेशन ‘‘उद्घोष-2010’’ आगरा (ब्रज प्रदेश) 25-26 दिसम्बर 2010

भारत विकास परिषद का राष्ट्रीय परिषद अधिवेशन ‘‘उद्घोष-2010’’ दिनांक 25-26 दिसम्बर 2010 को ब्रज प्रान्त के आतिथ्य में ऐतिहासिक आगरा नगर में पूर्ण गरिमा व भव्यता के साथ सूरसदन प्रेक्षागृह में सम्पन्न हुआ। शनिवार 25 दिसम्बर 2010 को मुख्य अतिथि प.पू. स्वामी सत्यमित्रानन्द गिरि जी महाराज द्वारा ध्वजारोहण तथा भारतमाता के चित्र के समक्ष दीप प्रज्जवलन के साथ अधिवेशन का शुभारम्भ हुआ। इस अवसर पर स्वामीजी ने परिषद के पांच सूत्रों सम्पर्क, सहयोग, संस्कार, सेवा एवं समर्पण की व्याख्या करते हुए कहा कि यह सच्ची मानवता के पर्याय हैं। उन्होंने मनुष्य के जीवन में श्रम की महत्ता समझाते हुए, श्रम को ईश्वर की उपासना के समान बताया, साथ ही अंहकार से दूर रहने का सन्देश दिया। उद्घाटन सत्र की अध्यक्षता करते हुए राष्ट्रीय अध्यक्ष श्री रवीन्द्रपाल शर्मा ने अधिवेशन के उद्देश्यों को स्पष्ट किया। प्रारम्भ में अधिवेशन चेयरमैन एवं प्रान्तीय अध्यक्ष डा. तरूण शर्मा ने अतिथियों का स्वागत एवं मंच का परिचय प्रस्तुत किया। उद्घाटन सत्र में परिषद की वार्षिक रिपोर्ट प्रस्तुत करते हुए राष्ट्रीय महामंत्री श्री सुरेन्द्र कुमार वधवा ने सत्र 2009-10 की उपलब्धियों, कार्यक्रमों व सांगठनिक अभिवृद्धि की जानकारी प्रदान की। इसी सत्र में नवीन विकास-रत्नों का सम्मान भी किया गया। स्वागताध्यक्ष डा. राम अवतार शर्मा ने आगरा नगर के गौरवपूर्ण इतिहास की जानकारी देते हुए नगर की ओर से समस्त प्रतिनिधियों का स्वागत किया और श्री जगन प्रसाद गर्ग, विधायक एवं श्री विक्रम उपाध्याय विशिष्ट अतिथि के रूप में मौजूद थे। अधिवेशन समारिका ‘‘उद्घोष-2010’’ का विमोचन भी किया गया। उद्घाटन सत्र का संचालन अधिवेशन सचिव श्री राजीव अग्रवाल ने किया।

दोपहर भोज के पश्चात् प्रथम तकनीकी सत्र राष्ट्रीय महामंत्री श्री सुरेन्द्र कुमार वधवा के संचालन में प्रारम्भ हुआ। इस सत्र में सभी 17 जोन के अध्यक्ष/महामंत्रियों ने अपना-अपना प्रतिवेदन प्रस्तुत किया। इस सत्र में अधिकतम विकास-रत्न एवं विकास-मित्र बनाने वाले प्रान्तों को सम्मानित किया गया। द्वितीय तकनीकी सत्र का संचालन राष्ट्रीय संयुक्त संगठन मंत्री एवं अधिवेशन समन्वयक श्री केशवदत्त गुप्ता ने किया। इस सत्र ने उन प्रान्तों के प्रतिवेदन प्रस्तुत किये गये, जिन्होनें गत सत्र में राष्ट्रीय प्रकल्पों/कार्यक्रमों का आतिथ्य किया था। इसी सत्र में ‘मुक्त चिन्तन’ के अन्तर्गत प्रतिनिधियों के सुझाव तथा प्रश्नों का समाधान राष्ट्रीय अध्यक्ष श्री रवीन्द्रपाल शर्मा, राष्ट्रीय कार्यकारी अध्यक्ष श्री ईश्वर दत्त ओझा व राष्ट्रीय महामंत्री श्री सुरेन्द्र कुमार वधवा ने किया।

सांयकाल में प्रेक्षागृह के भव्य मंच पर आयोजित मनोहारी सांस्कृतिक-संध्या में कलाकरों ने आकर्षक व नयनाभिराम ब्रज संस्कृति की प्रस्तुति से उपस्थित जन समुदाय को मंत्रमुग्ध कर दिया। अधिवेशन चेयरमैन डा. तरूण शर्मा के सरस व कुशल संचालन में आयोजित इस सांस्कृतिक कार्यक्रम में ब्रज के लोक संगीत व होली गीतों पर कोई भी व्यक्ति स्वयं को थिरकने से रोक न सका। इससे पूर्व सांस्कृतिक संध्या का शुभारम्भ करते हुए गीता मनीषी महामण्डलेश्वर स्वामी ज्ञानानन्द जी महाराज ने ईश्वर के प्रति समर्पण भाव से सेवा करने का सन्देश दिया। उन्होंने ब्रज प्रान्त की पत्रिका ‘‘ब्रज-नीति’’ के द्वितीय अंक का विमोचन भी किया।

द्वितीय दिवस 26 दिसम्बर 2010 को प्रातः 10 बजे से वैचारिक सत्र में मुख्य अतिथि डा. लक्ष्मी कांता चावला (कैबिनेट मंत्री, पंजाब सरकार) ने महिलाओं से कन्या भ्रूण हत्या के विरूद्ध खड़े होने का आह्वान करते हुए, आधुनिक परिवेश में नई पीढ़ी में भारतीय संस्कारों का संवर्द्धन करने की आवश्यकता बताई। इस सत्र में स्वागताध्यक्ष डा. अभिलाषा प्रकाश ने विषय प्रवर्तन करते हुए अतिथियों का स्वागत किया। सत्र का संचालन जोनल मंत्री संस्कार (जोन-V) श्रीमती रेखा दीवान ने किया। अधिवेशन उप चेयरपर्सन डा. दिव्या लहरी एवं सत्र संयोजिका श्रीमती वन्दना अग्रवाल भी मंचासीन थीं। इस सत्र में राष्ट्रीय संगठन मंत्री श्री हरीश जिन्दल ने सत्र 2009-10 तथा वर्तमान सत्र में 30 नवम्बर 2010 तक सांगठनिक लक्ष्यों की प्राप्ति करने वाले प्रान्तों व शाखाओं को सम्मानित कराया।

दोपहर में समापन सत्र में मुख्य अतिथि आगरा के सांसद डा. रामशंकर कठेरिया ने भारतीय संस्कृति व राष्ट्रीय गौरव के प्रति भावात्मक लगाव की अपील करते हुए कहा कि भारत विकास परिषद के कार्यकर्ता देश भर में इस अलख को जगाने में महत्वपूर्ण भूमिका निभा रहे है। समापन सत्र की अध्यक्षता करते हुए राष्ट्रीय कार्यकारी अध्यक्ष श्री ईश्वर दत्त ओझा ने दो दिवसीय अधिवेशन की समीक्षा करते हुए कार्यकर्ताओं से राष्ट्र के प्रति समर्पण भाव से परिषद के उद्देश्यों की प्राप्ति हेतु जुटने का आनान किया तथा अधिवेशन के श्रेष्ठ आयोजन के लिए आयोजकों की सराहना की। अंत में प्रतिनिधियों की ओर से राष्ट्रीय वित्त मंत्री डा. कन्हैया लाल गुप्ता ने तथा आयोजन समिति की ओर से अधिवेशन वित्त संयोजक श्री न्यायदत्त शर्मा ने अभार व्यक्त किया। समापन सत्र के स्वागताध्यक्ष  श्री सहेन्द्र सचदेवा एवं संचालन अधिवेशन संयोजक श्री अनिल भटनागर ने किया। अधिवेशन के सफल आयोजन हेतु सहयोग करने वाले आयोजन समिति के सदस्यों को सम्मानित किया गया, इनमें सर्व श्री बसन्त गुप्ता, संजीव माहेश्वरी, डा. मनोज रावत, डा. जे.के. जुनेजा, डा. अनिल वशिष्ठ, राजेन्द्र बंसल, अशोक गुप्ता, संजय कपूर, डा. योगेन्द्र बाबू अग्रवाल, उमेश बाबू अग्रवाल, डा. आयूष मंगल, वीरेन्द्र सिंहल, डा. कैलाश चन्द सारस्वत, डा. अमित अग्रवाल, रमाशंकर गुप्ता, श्रीमती आकांक्षा शर्मा, विनोद गोयल, सर्वेश वाजयेपी, अजय रंगीला, अनिल बंसल, संजय दीक्षित, गजेन्द्र तोमर, डा. मीरा अग्रवाल, पूनम पाटनी, सुरेश चन्द गुप्ता, तपन सेठ  इत्यादि प्रमुख थे।

ELECTION RULES FOR BRANCHES YEAR: 2011-12

PROCEDURE
1. The election will be held for the posts of President, Secretary and Treasurer in all branches, except those constituted on or after 1st October 2010, in such branches the sitting / working office-bearers shall continue.

2. The Prantiya Election Officer in consultation with the Prantiya President will nominate the Returning Officer for the election of the office bearers of the Branches and inform the branch Secretary up to 31st December, 2010. The Returning Officer shall not be the member of the same branch. The Prantiya Election Officer will be nominated by the Centre.

3. (a) The last date for holding elections shall be 28th February 2011. However, in case of exceptional circumstances, maximum one month’s extension may be granted by the Prantiya Election Officer.
(b) if it is not possible to complete elections even by 31st March 2011, the administrator shall be nominated by the Prantiya Election Officer in consultation with the Prantiya President, who will ensure that the elections are held within a month.

4. (a) The election will take place in the meeting of General Body as it existed as on 31.12.2010. For this meeting 10 days notice shall be issued by the Returning Officer / Branch Secretary.
(b) The date, time and place of the election meeting shall be decided well in time by the branch (in consultation with the Returning Officer) and the Branch Secretary shall intimate the same to the Returning Officer and to the Prantiya Election Officer by 31st January 2011.

5. The Branch Secretary shall prepare the list of eligible voters as on 31.12.2010 and shall send the same to the Prantiya Election Officer and to the Returning Officer before 31st January 2011.

6. The quorum for the election meeting shall be one-fourth of the total strength of the members of the branch having voting rights.

7. An eligible voter may propose or second any one candidate for one post only. No candidate shall propose or second any candidate for any post.

8. The candidate must be physically present in the election meeting and express his willingness for his candidature.

9. In case of two or more candidates for one post, the election will be conducted by secret ballot and in case of equal number of votes polled to two or more candidates for the same post, the result will be declared by draw of lots.

10. The Returning Officer may take the help of any senior member for conducting the election, if he needs. The person conducting the elections will not have the voting right.

11. (a) Any objection at the time of election shall be decided by the Returning Officer.
(b) Any member aggrieved with the decision of the Returning Officer, may file an appeal within one month to the Prantiya Election Officer, who shall submit his report to the Zonal Secretary for final decision.
(c) The decision of the Zonal Executive Committee will be final and binding upon all concerned and will not be called in question in any Court of Law.

ELIGIBILITY FOR VOTERS & CANDIDATES
12. A member shall be eligible to vote only if he has paid all his dues up to 31.12.2010.

13. The candidate must be a member of the same branch at least for one complete financial year.

14. No member shall be eligible to be elected as an Office Bearer in the following circumstances:
(i) if he has been convicted for an offence involving moral turpitude, or
(ii) if he is an Office-Bearer of a political party, or
(iii) if he is addicted to any intoxication, or
(iv) if he is guilty of “not handing over charge or not rendering account” as an Office Bearer at any level, at any time, or
(v) if he has been found guilty of committing financial irregularities at any level at any time, or
(vi) if he has not paid all his dues up to 31.12.2010, or
(vii) if he will attain the age of 75 years as on 31.03.2011
(viii) if he or she is found indulging in any undesirable activities.
(ix) If he or she is designated as Chief Patron/Patron at any level.

15. Office-Bearer may hold the same office normally for two terms only.

16. Although husband and wife both have individual votes, but only one of them can contest the election at a time.

National Office Bearers Meeting - A Report

BVP National Office Bearers Meeting was held at Aurovalley Ashram, near Raiwala, Haridwar on 4th & 5th September 2010 hosted by Uttrakhand (W).
 

After routine rituals, Prantiya President extended a warm welcome to all the participants. Shri S.K. Wadhwa (NSG) introduced all present personally citing their दायित्व Shri I.D.Ojha (NWP) delivered the introductory address citing various projects of BVP. It was followed by confirmation of minutes of the last NOB meeting held on 29th & 30th August 2009 at Jamshedpur.

The Chief Guest, Swami Brahmadev ji, Head of the Ashram, was introduced by the Zonal Chairman. In his thought provoking address, Swami rightly emphasized that purpose of life is to make it meaningful by facing the problems bravely. Bharat means consciousness which is sown in our foundation, but alas! What is the outcome? Nothing. Therefore, we are to evolve a system to awaken our consciousness to achieve harmony, bliss, knowledge, happiness etc. etc, the Swami told the gathering. It is with this aim that the Light of Spirituality is being spread through this Ashram. In the end Swamiji referred to his new Project where water and mud (earth) from different countries will be brought here on 12th December 2012 to give a concrete shape to the "World Temple". This will be the inner revolution, he concluded.

While delivering his Presidential address, Shri R.P. Sharma clarified that this august body has the right only to give direction in the planning. It is a मंथन or चिन्तन बैठक. Swami ji is one of us and his Project ‘Power of Oneness' is worthy of his stature, he remarked.
 

Two days meeting was spread into 7 sessions. Various subjects viz. Expansion, Workshops, Org. achievements, Targets, Youth Participation, Budget, Corpus Fund, A/cs, Seminars, Publication etc. were taken up by Project incharges. A special mention may be made to उत्कृष्टता सम्मान which is to be awarded to a person/ organization in the field of Village Development this year. The gist of interim report of Indian Marriage Law was also brought to the notice of the gathering by Shri S.K.Wadhwa.
 

A beautiful cultural programme by little boys & girls was presented in the decorated hall to the delight of all. A documentary on the various activities of the Ashram was also shown.
 

In the concluding session, besides answering to the queries of the participants by the President, a laptop presentation, of their visit to Leh and the help rendered to the flood affected residents by BVP, was made by Shri Yash Pal Gupta. An appeal was made for raising funds to help them.
 

Mention must be made of the excellent food and stay in the lap of nature.
 

A press conference was also arranged at Rishikesh which was addressed by Shri R.P.Sharma, President BVP.

Appeal to donate generously for recent cloudburst affected brethren
in some parts of the country

As you are aware, States of Jammu & Kashmir (Laddakh) and Uttrakhand have been badly affected by the recent cloudburst and landslide. The cloudburst situation in Leh-Laddakh (J&K) and other States is very critical and grim and the worst in the living memory. A large number of affected people have been moved to the relief camps. Besides, number of villages have been hit by the floods rendering homeless, submerging paddy fields, drowning livestock thereby causing loss of human life and property as well.

As a part of our contribution in relief, Branches of Bharat Vikas Parishad in the affected areas have already initiated relief work in those areas.

To channelize these works the Branches of Bharat Vikas Parishad in J & K, Uttrakhand and other Sates have taken steps to mobilize the BVP people in relief work to provide medicines, food, clothing and shelter to the victims of the floods by organizing relief camps.

However, this human tragedy and national problem needs help from each one of us. We earnestly appeal for every one to contribute whole-heartedly to mitigate the sufferings of affected brethren.
